Before any cargo is loaded, it is compulsory for all tanker vessels to pass a cargo tank cleanliness inspection conducted by the loading port cargo surveyor designated by the shippers. As a result of this, a vessel is only permitted to load if the cleanliness conditions have been approved by the cargo surveyor. Otherwise, the ship will be dismissed and transferred to anchorage for additional cargo tank cleaning which will waste several days, as well as additional costs including mooring/unmooring, pilot, time and others.
